Your lordship.
In conclusion, I will observe that an extended period of our Chinese policy must always include every reasonable encouragement that can be afforded to the knowledge of the language, literature, and curious institutions of that great Country. The little that I may have done myself, has been owing to information derived from the fountain head, instead of being compelled to adopt incorrect or imperfect current opinions at second hand - I feel well satisfied having been mainly instrumental.
6. Mr. J. P. Morrison succeeding his late father as principal Chinese interpreter, his services since have deserved the most favourable notice of the Government. But the subject has hitherto remained without encouragement at home. A Royal professorship at Paris was appointed by Napoleon, and has continued ever since, though the interests of France on this point are just as nothing in comparison with those of England. The Royal countenance and patronage is at once inexpensive and an effectual stimulus, especially when difficulties and discouragements surround a particular subject. That such countenance and patronage should, for the first time, be extended.
